Country Ridge HOA Meeting
Minutes from February 21st, 2017 7:00pm
Board Members Present: Rob Wozniak, Dale Zea and Sharon Landis
Attendees:  John Torosino (Treasurer), Holly Wozniak (Secretary), Tom Sadler, Mark Landis
  1. Rob asked for the motion to call the meeting to order @7:01pm. Seconded by Sharon then Dale.
  2. Roll Call-Paul Bachtel and Pat Zellers Absent
  3. Holly read last meeting minutes.
  4. Treasurer Report-
A. Current Budget
HOA Expense-$520.07
HOA Income-$35,000.51
HOA Savings-$62,122.01
HOA Petty Cash-$20.62
*Paul and John paid $1000 out of HOA income for bond.
      B. Liens-John sent out letters to past due homeowners at the end of January. 108 called to set up payment arrangement. 180 emailed that they will provide a $600 check during the first week of March. 211 deceased.
  1. Old and Open Issues
A. Joe from JW and Sons Paving emailed about finishing up work. They will be out 2/22/17 to finish work behind 119.


B. Rob has called Penn Waste numerous times and still no response.
     C. A letter was typed and mailed to House 175 to remove mulch bags. Bags remain on porch.
D. Sidewalk paving to be reviewed next meeting.


E. Crack in access road near House 160. Township came out and assessed that there were no sewer problems, that it is natural sediment.


F. Access road and drain between Houses 146-148. Timothy Poff from York Township wants to meet with paver to work in conjunction with our paver to fix area. Office-741-3861 Ex: 175 Cell-717-324-5205.


G. Advertisement for possible income. Tom, Sharon, and Rob have advertisements for upcoming newsletter. Tom turned in his advertisements to Holly. Next meeting discuss charging of ads.


H. Review of bylaws, rules and regulations with our Attorney to be discussed in next meeting.


I. Homeowners list - we will discuss more in next meeting. Rob and Holly will make a mock newsletter.


J. Light Post #12. Eric will send quotes to Paul. We can have check with Med Ed about maintenance of the light post.
6) New Business-
  1. Architectural Committee- No updates
  2. Emails received- Joe from JW paving and Sons to confirm date to finish work. Rob responded. House 180 to set up a payment fee for HOA dues.
  3. Phone Calls-House 187 called about a missing shutter that blew off during a storm. Sharon will speak to Resident. Tom Sadler mentioned having an extra shutter.
7) Topics, Questions and Concerns
Holly spoke with Scott Laird about speeding in the neighborhood. Scott provided a name and number to speak to a LT. Toby Zech at York Regional about having them monitor on Country Ridge Drive. Need to monitor times that the speeding is at its worse.

Meeting Minutes from January 21, 2017


Country Ridge HOA Meeting

Minutes from January 21st, 2016 7:00pm

Board Members Present: Paul Bachtel, Rob Wozniak, Pat Zellers, Dale Zea, Sharon Landis

Attendees:  John Torosino (Treasurer), Holly Wozniak (Secretary) and Tom Sadler

1)      Paul asked for the motion to call the meeting to order @7:04pm. Seconded by Dale then Rob.

2)      Roll Call-All Present

3)      Paul read last meeting minutes.

4)      Treasurer Report:

-          HOA Expense: $1,065.98

-          HOA Income: $22,358.91

-          HOA Savings: $62,100.23

-          HOA Petty Cash: $20.62

-          John will send letters to homes that are several months behind. Pat to text home # 164 about their late status. Home # 205 paid once but hasn’t paid in a while. Paul to follow up regarding the payment arrangement.

5)      Old and Open Issues

A. New secretary: Holly Wozniak and John Torosino: Treasurer

B. Paving of Misc. Area – Rob received an email regarding payment for services rendered. There was some patch work completed but not all work was done as agreed to with JW & Sons Paving. Via email, Joe agreed and will have a crew come out to finish the work. There was also some concern around the work that was completed and Rob will review with Joe to ensure the work was properly completed.

C. Trash Pickup-Rob spoke to a route supervisor that was out driving around. This supervisor was not our community’s assigned supervisor and was no help. Rob will try and contact Penn Waste one more time.

D. House #175-Holly will type up a letter to send to House #175 about mulch bag removal on porch. Paul will mail letter to resident.

E. Winter newsletter-Rob, Holly and Paul collaborated together for winter newsletter. Rob walked newsletters around.

F. Sidewalk paving-Next big project for spring. Paul has recommendations from Tom. Come spring Paul will make contact and get estimates.

-  House #169 informed the HOA of his fall on the front sidewalks when they were icy. He was banged up from the fall.

-Pat went to York Township to review crack in road and sidewalk. They expressed concern and Pat will go to Red Lion Water Authority to confirm there is no leak in the area. Pat and Sharon will review with York Township the area.

G. Advertisement-Paul will research the cost of advertising. The board also discussed canvasing the area for businesses. Sharon knows a lady who is interested in placing an ad in our newsletter. In the spring newsletter, we will talk about any residents who want to advertise.

H. Review bylaws, rules and regulations with our attorney – no discussion

I. Homeowners list (community poll)-Work on gathering a list of resources of residents who want to offer their services. Place in the spring newsletter in a help wanted section/community services.

6)      New Business-

A.     Architectural Committee-No updates

B.      Emails received-

-Geri emailed bill for her services (2Hours)

-Dec 15, 2016 House #177 requested a resale cert (John took care of it)

-Carolyn from JW and sons paving emailed asking when they will receive payment. Rob responded to the email that payment will be received when all work is done.

-Paul emailed all important documents to the email account.

 

7)      Topics, Questions and Concerns

-House #140 wrote a note expressing she will not support the raising of the HOA fee. Sharon will respond to her.

-Light on corner is coming loose. John will speak to House #206 to take a look at the light to see what needs to be fixed.

-Welcome packets need delivered to Houses 110, 177, 187. Sharon offered to pass them out.

Annual Meeting - September 20, 2016


Annual Meeting: September 20th 2016, 7:30 pm

President (Paul) opened meeting up with a greeting, “Thank you for coming. The meeting will come to order at 7:30 pm.” Dale seconded followed by Rob.

 

Purpose:        

1.      Discuss Past year

2.      Upcoming Year

3.      Election of board

 

Paving:  Discussed by Rob

At the annual meeting last year it was agreed to have the paving project started.

There were 3 bids, each one varied some.

Over the summer, the board accessed the money & paving needs. The board chose to go with JW Paving for a total of $19,400. Also, 64 driveways got sealed (paid by individual homeowners).

JW is willing to do a walk-around to access other needs of the community & work within our budget to continue to maintain roads over time instead of waiting for roads to need repairs on a larger scale. This will be under the discretion of the board in 2016-2017.

 

Solar lights: Discussed by Paul

We have a total of 14 lights. Three lights were replaced with solar. Med-Ed was never contacted about replacing the lights. The three original lights were removed and have disappeared. The solar lights installed were not the ones that were supposed to be installed according to some of the past board, but there is no paper trail on what was supposed to be installed. The bill has been adjusted and it appears to be around $40.00 dollars less for the past 3 or 4 months. Would LED be cheaper than bulbs currently using? The future idea of solar lights will need to be reviewed upon going forward with the board in 2016-2017.

 

Communication: Discussed by Paul

The HOA now have a Facebook, a website, a blog and the newsletters have started back up. The plan is to have newsletters sent out quarterly with community information and contact information for the board.

 

Trash Cans: Discussed by Paul, then Rob

Reminder that trash cans need to be removed from street within 24 hours after pick-up.

Also, put out within reasonable time before pick-up.

Hopefully with the new, larger recycle bins the community we will see less debris than from the smaller recycle bins.

If you do have a lot of trash, try to bundle it together.

(Rob) The HOA Board is looking at getting the trashed picked up on the odd side of the houses (access road) because of having to tote two large cans around now.

A call has been made to Penn-Waste to confirm and the board was waiting for road to settle from the completed work of paving.

 

Homeowner at #135: About 10-15 years ago they were told they would not be able to use the service road to pick up trash because of the weight of the unit.  (Rob) He did discuss the condition of the road with Penn Waste over the phone and they did not seem to think it would be an issue. (Paul) Penn Waste will physically come out to review the road before a decision is made.

 

Homeowner at #203: What way would they drive around? (Paul) Unsure

 

Homeowner at #213: She apologized that her husband works late and that they would be more prompt about putting trash cans away.

 

Attorney: Discussed by Paul

Our by-laws state that we need to have an attorney on retainer

The current board decided on an attorney. Her name is Jody Leighty, from Stock & Leader, and she knows the HOA & Real Estate laws. We have a letter of engagement on file with her and can use her as a needed basis.

 

Homeowner at #203: Why do we need an attorney?  (Paul) To assist with anything legal such as insurance, liens, and liability policy.  Both the President and Treasurer have to sign checks to prevent fraud. The upcoming board in 2016-2017 will need to decide if we have funds available to have by-laws reviewed. They are outdated. We are the max that we can charge for annual homeowner’s dues which is $600.00 annually. The dues should have been raised years ago.

 

Budget Review: Discussed by Jon & Paul

The current homeowner’s fees are $50.00/month, $600.00 annually.

(See attached reports) The lawn/snow continues to be a big expense.

 

Homeowner at #125: Why is the treasury fee $275.00/month?  (Paul) It was determined by the previous boards. We do not feel it is outrageous. Bonnie had collected $275.00 for years. Also to have full disclosure, Jon is employed at Santander who handles our finances, but does not have access to our accounts.

 

Homeowner at #212:  With having experience living with the treasurer, he does do a lot of work with collection of payments and banking.

 

Homeowner at #110: What about the delinquent dues? (Paul) No liens were placed on the houses per the Board decisions. (Jon) Out of the 3 houses behind dues, 2 are father behind. The homeowners are working on making payments arranged by them and the board.

 

 

Homeowner at #125: Why don’t we take them for 6 months back pay which better than nothing? We need to file a lien; we have lost 10k from previous boards. (Paul) One is paying currently and the other homeowner made arrangements to pay current and back pay. Jody, (attorney) advised no judge would agree in our favor. It makes more sense for us to collect what we can than to pay for liens, paperwork cost, and the lawyer. Bonnie was not sure of the correct procedure on how to file liens and therefore not many were done under her terms. The current board decided to work with each family to obtain the fees.

 

Homeowner Donna Knaub: I would like to applause the board on handling the delinquent accounts over the previous year. (Paul) We started out with 20-30 delinquent accounts and are down to 3-4.

 

Homeowner#?: Will we get payment coupons? (Paul) We are working on the Fall Newsletter currently and will plan on coupons being sent out in December.

 

Homeowner at 118: I have information about newsletter. I belong to a HOA in the South and we send out one every month. We make $1000.00 in advertising by using the church bulletin. (Paul) We are currently using laptop & printing out at work to keep cost down.

(See attached of financial track) (Paul) If we continue with same HOA fees by 2016 our account will be in the negative balance.  The board for 2016-2017 will need to review the budget. Can we increase dues? Should we look at lawn care bids? How can we save cost? What other avenues of income can we get?

 

Open floor discussion:

Homeowner #215: Can I change my front porch light out to this? Do I need to submit to Architectural Committee?  (Paul)Did you get the last newsletter because the committee is in there. It is Donna, Sharon, Karen, & Carly. Architecture committee was not utilized well last year. I would submit form to committee.

 

Homeowner #184: How did we make out with repairs needed from the infraction letters? Are you happy with the results? (Paul) Just to verify, it was not a true infraction letter because we did not fine individuals, but wanted them to be aware of things to clean up in yards. We are happy with the results. A lot of homeowners did work on their houses after those letters were sent.

 

Homeowner #118: What do I do if I want to do something in my backyard? (Paul) There is nothing in the by-laws about back yards. If it is a replacement to deck, adding a structure, exterior home, you may have to contact York Township to get a permit & submit to Architecture Committee to let them know what you are working on. If you are replacing a plant of the same size, no need to submit form.

 

Homeowner #152: There is a weeping willow that overhangs onto my back yard, but is rooted on Warner property? Can I take it down or trim it? (Paul) Report it to the township and ask who owns it. If the confirm it is Warner’s advise them they are maintaining it.

 

Homeowner #119: Do I have to fill out the architecture form if I am replacing my windows? (Paul) Technically, yes. Questionable if it is the same window.

 

Homeowner #213: If replacing the support bracket for a deck do I need to do architecture form? (Paul) No, because it is a repair.

 

Homeowner #119: What about the blue/purple shutters? Do you have official colors? (Paul) The board does have official colors. Homeowner #203: At one time the board said you could change the colors. (Paul) There are only 5 colors and if change was done the door & shutters still had to match to maintain uniform.

 

Homeowner #141: Thank you for cooperation over paving.

 

Homeowner #206: Our neighbors have huge dogs with big poop and never clean it up. Looks like landmines. And will throw the poop up into the trees. Even the lawn guy is tired of poop getting into his equipment. (Paul) The by-laws say the homeowner needs to pick up after pets. I have no issues with walking over to their house and talking to them about it.

 

Homeowner #?: What about adding dog post with doggie bags for picking up poop in community? (Paul) It would be good in theory, but added cost to HOA.

 

 

Election: Discussed by Paul and Dale.

(Paul) The election committee is Dale/Holly/ Sharon.

(Dale) By-laws state nomination is needed. In past newsletter, it said if anyone was interested to let current board know. No one was interested. (Paul) One voting ballot per household, there are 5 votes needed, but cannot vote one person 5 times. Any questions? (No) Please include house number on voting ballot.

 

Geri & Jon counted the votes. The 2016-2017 board will remain the same, Paul, Dale, Sharon, Pat, & Rob.

Any homeowner is welcome to these meetings. The next meeting will be October 18th, 2016 at 7:00 pm at House #141.

Paul asked for motion to call the meeting to order @ 7:02 pm, seconded by Dale.

Treasury Report:
  • Closed CD
  • Med-ED bill has been adjusted to show less electric lights being charged
  • #205 – wants to make payments for 2014 to present ($1,130). Dale/Paul will follow-up with the homeowner

Old News:
Paving
  • Everything went fine, there was a delay due to water under the drain, but job got completed
  • Board would like to look into if tar would be laid around the drain also
  • 63 homeowners out of 64 took advantage of driveway seal
  • Pat left message at Paving Co. that House #218 would have to contact them to rearrange a time  to have them seal her driveway since a car was in driveway when they did everyone’s else’s
  • House #187 complained about seal, JW talked with her and took care of it for free
  • Friday someone drove behind houses even though they were not ready till Saturday. Paul took down tape and for the most part homeowners stayed off till Saturday.
  • Rob questioned Tom about talking to JW Paving about dumping items in the corner behind houses. JW Paving did not dump & hauled 3 truckloads away. Unsure of property line in the corner for dumping and should not be dumping anyway. The board will determine waste of projects in the future.
  • Rob mentioned JW would be willing to maintain roads within our budget. They would be willing to look over some areas and depending on budget would fix items as budget allowed to give longevity of roads.
  • House #119 has a concern about crack in driveway
  • Rob will follow-up with JW about seams & cost


Survey
  • John said phone number was disconnected to survey group, but had their email. Paul asked John to follow-up with email for updated phone number.

Infraction Letters
  • Paul had a week/half of fielding calls about infraction letters
  • Explained it was a general reminder that no fines would be included this time
  • Would like to take better pictures next time for better documentation and Paul  
    would like to complete a follow-up walk-through
  • Question on FB: Would HOA hire contractor to paint shutters? No, it is the homeowner’s responsibility. ACE is where original paint came from, but Sharon does have a list of colors used in community

Annual Meeting
  • Paul stated the Fire Hall is not reserved according to the not following correct protocol. Paul left message for the President to discuss what happened after Paul thought it was confirmed.
  • There is a different person on voice mail than name given. Sharon will call tomorrow to follow-up. Pat belongs to the VFW Legion and could also look into that for back-up plan.
  • The board has not received any nominations
  • Holly will make display for board meeting & add individuals that that time

New News:
